John T. Hubbard
President
John T. Hubbard was born in Texarkana, Arkansas, October 12, 1949. He met Jane Pitts at Southern State College (now Southern Arkansas University) and they were married 41 years ago. They have 2 children, John II, who is working on his law degree at the SMU in Dallas, and Rebecca Jones, who lives in Louisville, Kentucky, with her husband Steven, and daughters, Lauren and Sydney.
Mr. Hubbard began his career with SWEPCO in Texarkana in 1970. While working as a lineman for SWEPCO, he took night classes at East Texas State University – Texarkana, eventually leading to his Bachelors degree. John is a graduate of the LSU Executive Management Program in Baton Rouge. He currently serves as SWEPCO’s Manager External Affairs for Louisiana. Prior to his current position, he held management posts in field operations, safety/risk management, and business operations. In 1982, SWEPCO transferred him to Shreveport, where he quickly became involved in the community. He took on committee assignments at Broadmoor Methodist Church, coached youth sports, and became active in numerous civic organizations. He is a life-long University of Arkansas fan. In his spare time, he enjoys family, friends, playing golf, duck hunting, traveling and just being "outdoors."
John is a tireless supporter of our community. He currently serves as 2011 President of the Strategic Action Council, 2011 Red River Revel Board President, SciPort Board,, ex-offico member of the Strategic Action Council CDC, member of the Strategic Action Council’s Minority Supplier Institute Development Committee, Past Chairman and current board member of Downtown Development Authority, Co-Chair of the 2011 Barksdale Air Show, Military Affairs Board, Past Campaign Chairman and current executive committee member of the NW Louisiana Chapter of the American Red Cross, 2011 , Director for the North Louisiana Economic Partnership, Chairman of CORK Wine Festival, Chairman of the Southern University Foundation Gentleman’s Cooking Classic, 2010 Chairman of the Shreveport Bossier Convention Tourist Bureau, along with Chairing and serving on several other boards and committees. He has served several leadership positions including Past President of the Bossier Chamber of Commerce, Past Chairman and current board member of the Greater Bossier Economic Development Foundation, Bossier Industrial Park Committee, Past Chairman of the Center for Business and Economic Research Advisory Board, past Chairman and Senior Council Chair of the Greater Shreveport Chamber of Commerce, Past Chairman of the Greater Shreveport Economic Development Foundation, Past Chairman and current board member of the Downtown Shreveport Development Corporation, Past board member of the Louisiana Technical College – Shreveport Advisory Board, past member March of Dimes Board and current member of the Strategic Action Council Economic Development Committee.
John holds positions on about 40 boards and committees, including being a Barksdale Eagles, Bossier Parish Community College Foundation and current Chair of the Church Council for Broadmoor Methodist Church, just to name a few. He has co-chaired a successful fundraising initiative for his church. He has traveled many times to Washington, D.C., to meet with congressmen, senators and White House staff on issues affecting northwest Louisiana.
John and his wife, Jane, were honored as the Easter Seals 2003 “Phantom Couple”, Wal Mart Corporation recognized John with its prestigious Sam Walton Business Leader award in 1999, 2008 Gingerbread House Celebrity Roast honoree, received past recognition as Rising Young Business Leader and is listed in the 2011 Madison Who’s Who publication. John feels he is blessed to have the opportunity to serve northwest Louisiana and be engaged with so many worthwhile people and organizations.
David J. Aubrey
Managing Director
David Aubrey assumed the role of Managing Director of the Strategic Action Council in July 2008. In his capacity, he is responsible for the day-to-day operations of programs and activities relating to the CDC, to include building support for both the Northwest Louisiana Community Initiative and The Fund.
Mr. Aubrey will also assess the Second Bottom Line potential of prospective deals, with regard to their economic, social, and environmental potential.
Before joining the Strategic Action Council, David served as the Director of Community Development Programs at Southern University- Shreveport (SUSLA), where he oversaw the University’s home ownership, housing, and small business/entrepreneurship programs. While at Southern, David also managed multiple federal grants with the U.S. Department of Housing and Urban Development that supported community development efforts between the university and area nonprofits located in low and moderate-income neighborhoods.
A graduate of Grambling State University with a Bachelor’s degree in Public Administration, Mr. Aubrey is a member of the Board of Directors for the United Way of Northwest Louisiana, Greater Shreveport Chamber of Commerce, African-American Chamber of Commerce, Spring Olive Grove Community Development Corporation Boards, and is Chairman of the Rogers C. Jackson Memorial Scholarship Board.
David has received numerous recognition and awards, among them the “40 Under 40” Outstanding Leaders in Shreveport-Bossier, granted in December 2007 by the Chamber of Commerce.
